Police and Crime Commissioner Roundtable on Hate Crime

Hate Crime was the subject of discussion at the first of a series of issue based roundtable events in 2013 this week, organised by the West Yorkshire Police and Crime Commissioner.

Over 60 people representing public and voluntary sector organisations across West Yorkshire met with Commissioner Mark in Leeds to discuss all forms of hate crime, from  race, homophobic, disability-related, to  religious.

The main focus of the event was to discuss experiences of reporting hate crime and importantly to identify possible solutions for the Commissioner and partners to take forward.

Trio of anti-social brothers banned from east Leeds

A family who have harassed communities in east Leeds for a number of years have been banned from entering certain parts of the area.

After a catalogue of problems, three brothers from the Hargreave family living in the Torre Estate have been banned from parts of east Leeds, including from their family home.

Injunctions were granted at Leeds County Court on 8 January 2013 preventing the brothers Liam Hargreaves, 23, Joseph Foley, 19 and Daniel Foley, 18, from entering the area bordered by York Road, Wykebeck Valley Road, Oakwood Lane, Easterly Road, Roundhay Road, Sheepscar Street South and Regent Street.

As well as the injunction, Leeds City Council was also granted possession of the family home, suspended on terms that the mother, Deborah Hargreaves, does not allow the sons to enter the property. Both orders remain in force until 09 January 2017.

Councillor Peter Gruen, Leeds City Council executive board member for neighbourhoods, planning and support services said:

“It is not fair to a community to have a family causing this much disturbance and over a long period of time.

“We want people to feel safe and sound where they live and build good community relationships and we will not tolerate families or individuals who try to ruin this.

“This is a good result and I hope it sends a strong message to the minority of people who cause distress to their local communities.”

The brothers were abusive to neighbours and intimated the local community for a number of years. Leeds Anti-Social Behaviour Team (LASBT) working with West Yorkshire Police, East North East Homes Leeds (ENEHL) secured the order after working with the local community and logging the catalogue of complaints.

We caught up with Imaran Khan recently on his latest outing Matru Ki Bijlee Ka Mandola, where he is paired opposite Anushka Sharma for the first time.

Q: How did you land up with the role of Matru?

A: Vishal actually called me after Delhi Belly and said that he loved the film and my performance in it. He expressed an interest in meeting me.

I thought it must be one of those courtesy calls and moved on with my life. Why would Vishal Bhardwaj want to work with me, I thought.

I was later stunned that Vishal actually wanted to work with me. I heard the script, I cried, I laughed, I did everything. I was like, it’s awesome. But I was not sure if I would be able to do that role. I questioned him if he was sure about it.

Q: Why were you unsure about if you would be able to do the role?

A: During the first script reading of the film, I was unable to say the Haryanvi dialogues. It was not easy, I felt I made a big mistake and I should back out.

When I told him [Vishal Bhardwaj] I won’t be able to do it, he said he was sure I could. He had faith in me, even when I didn’t.

Q: So how different is the role from your previous films?

A: The role is different in terms of it required a lot of preparation for almost two and a half months. I have always felt that the more we rehearse, the better we perform.
[Bhardwaj] was very calm on the set and guided all the performers. Even if something was not working out, he would find a way to make it work. He knows the right way to do things.

Q: How did you prepare for the role?

A: The film is set in Haryana. So I had to learn the Haryanvi dialect, the accent, everything. I didn’t want to sit in Mumbai and learn the dialect because it doesn’t happen organically. So I went to Delhi and hung out with some boys who are from Rohtak in North India. So when you’re hanging out with guys like that and rehearsing your scene, you naturally pick up the way they speak. You know, they have a sing-song way of talking, it’s very musical. So that’s the major prep I did for my role.

Q: Tell us about your experience working with Vishal Bhardwaj?

A: I was very surprised by his style of directing. He gives a lot more freedom to the actors than I expected. If during the take, you decide to do something different, he will let you do that. He liberates the actor and puts a lot of power in the actor’s hands.

Q: Vishal Bhardwaj is known for casting unusual pairings, how was it working with Anuskha Sharma for the first time?

We have done a photo shoot together. I watched her films and I felt she is a very good actress. But until you work with a person, you don’t really get to appreciate that person. When I actually started working with her, I got to know more about her talent. She has done very good work in this film.

Q: You have done a lip lock scene with Anuskha Sharma in this film, tell us more about it?

A: It’s awkward when you are kissing someone who you are not romantically involved with because it is a very intimate act. Normally you do it with somebody who you are very close to, but here you are kissing someone who you don’t know that well.

Q: Pankaj Kapoor also has a very unusual role, how was it working with him?

A: Pankaj Kapoor as an actor is a very challenging co-star to act opposite, because he improvises a lot and he pulls out new things as they happen. You have to be in the moment with him, you have to be ready with whatever he will do, and you have to be ready to pick that up and take it forward.

Q: We hear that the film has a taboo subject, what is you take on this?

A: It’s a very taboo subject. Not controversial but people can find a way to make it controversial. I’ll tell you what will happen, one week before the release someone will find a way to make it controversial, someone or the other will get offended, just see.

Q: MKBKM is considered as a big grosser of the first quarter of 2013, your thoughts please.

A: Actors have to worry about their work and not money. Producers are the guys who have to worry about the money.

There are films which have done massive business and nobody has liked them. To me, it is important that people should remember my films 20 to 30 years down the line. I should be proud of doing a film. Money will come and go, what matters is what people say when they talk about you.

Q: Tell us about your character in the film

A: I play a strong headed, outspoken girl in the film. My character Bijlee is a rich, spoilt brat and is allowed to run wild in her village, which is practically owned by her millionaire father – Harry Mandola played by Pankaj Kapur. She is educated in the world’s best college and has traveled the world.”

Q: How do you think the film has turned out?

A: I think our film is very entertaining as it is like a dark comedy. I think it is Vishal sir’s most commercial project if I can say so. And also, the movie’s cast is exciting – there is Imran Khan, Pankaj Kapur, Shabana Azmi. He is one director who is known to bring out the best from actors.

Q: How was it working with Vishal Bhardwaj?

A: Vishal brings out the best in his actors. I really enjoyed working with him (Vishal). He is known for giving his heroines fully rounded characters with enough grey shades to make them real and interesting. But I can easily say the character of Bijlee is easily amongst his most complex heroines.

Q: Tell us about the title track of MKBKM

A: The song has been choreographed by Dinesh, who is from the South and is a National Award winner…I was just so excited to work with him.”

Q: How is it working with Imran Khan?

A: This is the first time that Imran and I are working together in a film. This is a fresh pairing. I never thought we would have such a different look in the film. I think Imran looks hot in this film!

Q: How did you play the role correctly?

A: We used to conduct readings with Sir’s (Vishal Bharadwaj) assistance. He has a way of getting the actors under the skin of their character so the scenes turn out convincing.

Changes to prison capacity announced

The Government is to start feasibility work on what would be Britain’s biggest prison as part of a major programme of updating Britain’s prison estate. The new prison could hold more than 2,000 prisoners.

As part of the improvement programme, four new houseblocks will also be built. The current intention is that these new places will be built at HMPs Parc in South Wales, Peterborough in Cambridgeshire, The Mount in Hertfordshire and Thameside in London. In total they will be able to hold up to 1,260 prisoners and they will replace older, more expensive prison capacity.

The new developments will allow the Ministry of Justice to close six smaller, older and more expensive prisons, and to close parts of three others.

The prisons affected are HMPs Bullwood Hall, Canterbury, Gloucester, Kingston, Shepton Mallet and Shrewsbury, with some accommodation at HMPs Chelmsford, Hull and Isle of Wight also closing.

Justice Secretary Chris Grayling said:

‘We have to bring down the cost of our prison system, much of which is old and expensive. But I never want the Courts to be in a position where they cannot send a criminal to prison because there is no place available. So we have to move as fast as we can to replace the older parts of our prison system.  That’s why we are moving ahead with immediate plans for new prison capacity, as well as closing older and more expensive facilities.’

The programme is part of the Government’s drive to build new capacity to replace older prisons and so bring down the cost of operating the prison system. It is expected to save £63 million a year.as34 web prison

 

Thirty-two top tax cheats get over 150 years behind bars

Operation SnowbankThe top tax criminals of 2012 have been sentenced to a combined total of 155 years and 10 months behind bars, HM Revenue & Customs (HMRC) announced today.
Over 30 of the UK’s top tax cheats are being publicised on Flickr as part of HMRC’s current Tax Evasion Campaign.
Exchequer Secretary to the Treasury David Gauke said:
“The Government is committed to closing in on tax evaders. Collectively the 32 criminals have been sentenced to more than 150 years. Most people play by the rules and pay what they owe, but HMRC is cracking down on those who don’t.
“We hope that publishing these pictures will help get across that it always makes sense to declare all your income, and tax dodgers are simply storing up trouble for the future.”

Family put at risk by Bradford landlord

A private landlord in Bradford has appeared in court after he repeatedly failed to produce a gas safety record for a property in Heaton where a mother lived with her two children.

Khalid Khan ignored a series of warnings from the Health and Safety Executive (HSE) and from Bradford Council to provide proof that an annual safety check on the gas appliances in the house had been carried out.

HSE prosecuted Mr Khan, of Allerton Road, for gas safety breaches at Bradford Magistrates’ Court today (2 Jan) after being alerted by the Council’s environmental health department.

Bradford magistrates heard the council contacted Mr Khan several times between November 2009 and April 2011 asking him to produce the landlord’s gas safety certificate for the house in Duchy Avenue. Mr Khan also left the tenant and her two children, both aged under ten, without hot water and heating for several months.

When Mr Khan failed to produce evidence of a gas safety inspection being carried out, the council alerted HSE. In the meantime the local authority replaced the tenant’s faulty boiler.

HSE served an enforcement notice on Mr Khan giving him a month to produce the record. The court was told, however, that to date no gas safety certificate had been produced for the property at any point since the tenant moved in back in 2007.

Mr Khan, who denied a charge of breaching the Gas Safety (Installation & Use) Regulations 1998 and failing to comply with the HSE’s Improvement Notice, was found guilty of both offences by the court. Magistrates ordered him to undertake 200 hours of unpaid community service over 12 months and to pay £1,500 toward prosecution costs.

After the hearing, HSE inspector Rachel Brittain said:

“This type of offence is still regrettably far too prevalent among private landlords and, in this case, a woman and her two children were left without hot water and heating for long periods. Even today, the tenant’s gas fire is not working and she is using her own gas heater.

“Landlords have responsibilities to ensure that the gas appliances in their rented properties are properly maintained and that they are checked by a Gas Safe registered engineer every 12 months.

“Landlords who refuse to take this duty of care seriously place their tenants potentially at risk of injury or even death. HSE will not hesitate to prosecute those who choose to ignore their responsibilities in this way.”

Appeal for Relatives – Stephen Dracup – Gt Horton, Bradford

Bradford Coroner’s Office are appealing for relatives of Stephen Dracup to come forward.

67-year old Stephen died at Bradford Royal Infirmary on Friday, 14th December. There are no suspicious circumstances.

He lived in the Great Horton area of Bradford and it’s believed he may have a sister in the Bradford area.

Any relatives are asked to contact Coroner’s Officer Malcolm Dyson at the Bradford Coroner’s Office on 01274 475 230.
